国际通用航空监管的经验对江西省的启示

An Analysis on the Experience of International General Aviation Supervision and Its Inspiration for Jiangxi Province

为探析江西省通用航空产业发展在监管方面的问题,本文分别从美国、澳大利亚、加拿大和巴西四国通用航空监管的经验中总结出需要改进之处,通过对空域开放、监管体系、航空文化和人才培养等四个方面的分析,针对江西省通用航空发展提出相关管理对策,通过加快低空空域的开放进度、健全安全监管体系、宣传通用航空文化、培养航空人才,以期成功促进江西省通用航空产业发展。

In order to explore the regulatory problems in the development of general aviation industry in Jiangxi Province, this paper summarizes the items that need to be improved from the experience of the general aviation regulation in the United States, Australia, Canada and Brazil. After an analysis of airspace opening, regulatory system, aviation culture and talent training, it proposes relevant management countermeasures for the development of general aviation in Jiangxi Province like accelerating the opening progress of low altitude airspace, improving the safety supervision system, publicizing general aviation culture and cultivating aviation talents, hoping to successfully promote the development of general aviation industry in Jiangxi Province.
