维护国家安全和社会稳定,确保经济社会可持续发展,是当前和今后一个时期必须面对的重大现实问题。面对世界百年未有之大变局和中华民族伟大复兴战略全局,以习近平同志为核心的党中央创造性地提出了统筹发展与安全重大理论,对于在复杂环境下更好推进经济社会发展具有重要指导意义。统筹发展与安全是马克思主义基本原理同中国实际相结合的又一理论创新,发展与安全问题有其特殊的理论沿革和历史发展脉络,从辩证唯物主义和历史唯物主义角度去分析,有利于进一步厘清发展与安全的关系,从而更好地指导实践、关照现实。

It is a major issue to maintain the national security and stability and to ensure sustainable economic and social development that China has to confront at present or in the future.Facing the combined impact of profound changes unseen in a century and the great rejuvenation of the Chinese nation,the CPC Central Committee with Comrade Xi Jinping at its core has proposed a new theory of coordinating with development and security.It is of guiding significance to better promote Chinese economic and social development in a complex environment.Coordinating development and security is another theoretical innovation combining the basic principles of Marxism with China’s particular conditions.Development and security issues have their own special theoretical evolution and historical development context.Analysis from the perspective of dialectical materialism and historical materialism helps further clarify the relationship between development and security so as to better guide practice in light of reality.
