中国城市创业生态系统运行效率的时空演变及影响因素分析

Spatial-Temporal Evolution and Influencing Factors of Operating Efficiency of Entrepreneurial Ecosystems in Chinese Cities

运用超效率EBM模型对中国地级及以上城市的创业生态系统运行效率进行测算,分析探讨我国城市创业生态系统运行效率的时空演变特征、区域差异和影响因素。研究表明,我国城市创业生态系统的运行效率整体呈上升趋势,而且各项投入的冗余率和产出的不足率均呈波动下降趋势;五大城市群的创业生态系统运行效率均有一定程度提升,但提升幅度和集聚情况存在差异;流动人口多样性与创业生态系统运行效率之间存在显著的正相关关系。为推动实现共同富裕,放大创业的经济功能,应立足创业生态系统运行效率区域差异,实施差异化发展战略,完善创新成果转化机制,降低流动人口落户限制,提升人才结构的多元化。

Using the super-efficiency EBM model to measure the operating efficiency of entrepreneurial ecosystems,this paper analyzes the spatial-temporal evolution characteristics,regional differences and influencing factors of the operating efficiency of urban entrepreneurial ecosystems at and above the prefecture-level cities in China.The results show that the overall operating efficiency of urban entrepreneurial ecosystems in China is on the rise,and the redundancy rate of various inputs and the insufficiency rate of outputs are both experiencing a downward trend with fluctuation;the operating efficiency of entrepreneurial ecosystems in all the five major urban agglomerations has been improved to a certain extent,however,there are differences in the degree of improvement and agglomeration;there is a significant and positive correlation between the diversity of the floating population and the operating efficiency of urban entrepreneurial ecosystem.To promote the realization of common prosperity and enlarge the economic function of entrepreneurship,it is necessary to implement differential development strategy based on regional differences in the operating efficiency of entrepreneurial ecosystems,improve the transformation mechanism of innovation achievements,reduce restrictions on the settlement of floating population,and enhance the diversification of talent structure.
