A Coordinated Innovation Mode of National Defense Science and Technology Based on Operation Concept Development

面对复杂多变的国际局势和科技发展趋势,国防科技创新必须要依靠理论和科技融合,在作战概念开发的引领下,坚持开门搞科研,加强协同创新,并构建基于作战概念开发的国防科技协同创新模式,理顺各参与主体间的关系,明确整个国防科技协同创新体系的运行机制,破除影响协同创新的壁垒和障碍,提升国防科技协同创新体系的运行效率和运行质量。为此,文章提出基于作战概念开发的国防科技协同模式,涵盖面向输入、过程、输出、载体、管理等方面需求管理、活动协同、利益分配、知识共享、组织保障的协同创新模式框架,并对各个方面的关键主体、核心内容等进行分析。同时,从做好需求管理、加强资源整合、理顺利益共享流程、提高知识共享水平、完善管理保障体系等方面提出对策建议,为我国防科技协同创新发展提供建议和决策参考。

In the face of complex and changeable international situations and rapid development of science and technology,national defense science and technology innovation must rely on the integration of theory and technology.We propose that scientific research should be open,and collaborative innovation needs to be strengthened.A national defense science and technology collaborative innovation model needs to be built based on operation concept development.The relationship between various participants should be sorted out,and the operation mechanism of the whole national defense science and technology collaborative innovation system should be built.Barriers and obstacles that reduce or hinder collaborative innovation need to be removed,and the operation efficiency and quality of the national defense science and technology collaborative innovation system should be improved.To deal with these issues,this paper puts forward a collaborative innovation model framework of national defense science and technology collaboration based on operation concept development,which covers five aspects including demand management,activity collaboration,benefit distribution,knowledge sharing and organizational support in terms of input procedure,output,carrier and management,and the key subjects and core contents of all aspects are analyzed.At the same time,countermeasures and suggestions are proposed for demand management,resource integration,benefit sharing,knowledge sharing and management guarantee system improvement,so as to provide suggestions and decision-making reference for coordinated innovation and development of national defense science and technology in China.
