数据供应链管理的初探性研究:以图书情报领域为例

Exploratory Research on Data Supply Chain Management:Taking the Field of Library and Intelligence as an Example

[目的/意义]针对近期数据断供事件引发的警示和思考,提出可供参考的解决思路,以及时防范国家文献情报数据安全隐患。[方法/过程]提出图书情报领域数据供应链的分析框架,以供应链管理视角分析各个环节及整体,反映图书馆在进行文献服务和情报研究时数据产品的加工步骤和增值过程。[结果/结论]就领域现状而言,目前文献情报数据供应链中上游基本由国外大型出版机构及数据产品和信息服务提供商主导,我国图书馆长期处于下游位置。尽快弥补知识元库建设等方面短板,建立更加稳定且相对完善的数据供应链,有利于我国更好地支持文献情报工作,建设国家科技事业。

[Purpose/significance]In view of the warnings and thoughts caused by the recent data supply cutoff incident,this paper puts forward some solutions for reference,to timely guard against the potential risks of national data security in the field of literature and intelligence.[Method/process]The analysis framework of the data supply chain in the field of library and intelligence is proposed.Each part and the whole are analyzed from the perspective of supply chain management,which reflects the processing steps and value-added process of data products in the literature service and information research of library.[Result/conclusion]As far as the current situation is concerned,the middle and upper reaches of literature and intelligence data supply chain are basically dominated by large foreign publishers and data product/information service providers.Chinese libraries have long been in the downstream.Making up for the shortcomings in aspects like knowledge base construction as soon as possible,and establishing a more stable and relatively complete data supply chain,will be conducive to the national literature and intelligence work as well as scientific and technological undertakings.
