产业转移是发生在不同经济发展水平的国家或地区之间的产业移动,是一种重要的产业经济现象。改革开放前,在政府主导下,我国曾经将部分国防重工业和资本密集型产业从沿海地区转移至内地,但受制于区域消费水平不均衡、要素市场流动性不强、基础设施差异较大、市场竞争公平性不够、劳动力存在结构性矛盾等现实问题,自发性的产业跨区域转移较少。在全国统一大市场建设背景下推进产业跨区域转移,要更加重视市场主体的主观能动性,引导企业根据自身要素禀赋和比较优势的变化情况,进行动态跨区域转移性发展。

Industrial transfer is an important phenomenon of the industrial economy that occurs among countries or regions with different levels of economic development.Before the reform and opening up,some heavy industries in the defense sector and capital-intensive industries were transferred from coastal to inland areas under the leadership of the government.However,spontaneous inter-regional industrial transfer was rare due to practical problems such as unbalanced regional consumption levels,low liquidity of markets for production factors,large differences in infrastructure,insufficient fairness of market competition,and structural problems in the labor force.To promote inter-regional industrial transfer against the backdrop of constructing a unified national market,we should pay more attention to the subjective initiatives of market entities and guide enterprises to develop through dynamic inter-regional industrial transfer in line with the changes in their factor endowments and comparative advantages.
