炼油企业原油安全库存探讨

Studying on Safety Inventory of Petroleum in Refinery

一定数量的原油库存是炼油企业连续稳定运行的基础,但随着原油库存的升高,资金占用成本及价格风险也相应增加。文章对H炼油厂原油采购、接卸和收储的综合成本进行测算和分析,根据综合成本及实际运行需要确定其原油经济订货批量为66.6 kt,原油有效库存为829 kt。2021年9月由于油轮延迟到港造成原油库存最低只有608.7 kt,导致两系列炼油装置负荷均由100%紧急降至80%,从而验证了炼油企业保持有效原油库存的必要性。

Maintaining a certain amount of crude oil inventory is the basis for continuous and stable operation of the refinery.However,with the increase of crude oil inventory,the capital occupation cost and price risk also increase accordingly.Based on the calculation and analysis of the comprehensive cost of crude oil procurement,unloading,collection and storage of CNOOC refinery H,the economic order batch of crude oil in refinery H is 66600 tons,and the effective inventory of crude oil is 829000 tons.In September 2021,the minimum inventory of crude oil was only 608700 tons due to the delay of oil tankers,resulting in the emergency reduction of the load of two series of refining units from 100%to 80%respectively,which verified the necessity of keeping effective crude oil inventory in refinery.
