China-EU Cybersecurity Cooperation:Development,Evaluation and Orientation

处理好中欧关系事关中国战略全局。在网络安全合作领域,中欧在双边层面多轨道创设网络安全对话机制,与英德法等欧洲大国开展高级别安全对话;在全球层面共同推动构建网络安全规则与规范,通过建立对话机制开展网络安全合作,共同抵御网络安全威胁,推动网络安全全球治理体系变革。随着网络安全问题日益严峻,国际层面的网络安全合作重要性凸显,中欧网络安全合作迎来新的机遇。与此同时,战略信任缺失、核心理念缺乏共识、美国持续干预给中欧网络安全合作带来了挑战。面向未来,中欧双方应继续深化合作,扎实推进中欧全面战略伙伴关系的发展,稳健应对和处理好分歧,并积极支持欧洲战略自主“不选边”;双方应通过交流对话增进战略互信,加强彼此战略协调,扩大利益交汇点;同时,双方还应朝着树立网络安全国际合作典范的方向努力,提供更多网络安全公共产品,在全球层面进一步增强合作,推动网络安全全球治理体系变革,把握时代机遇,共同应对挑战。

Managing China-EU relations concerns China’s overall strategy.China and Europe have established multi-track dialogue mechanisms on cybersecurity at the bilateral level.China conducted high-level security dialogues with European powers such as Britain,Germany and France.The two sides promoted the construction of cybersecurity rules and norms at the global level,and cooperated on cybersecurity through the establishment of dialogue mechanisms to jointly defend against cybersecurity threats and promote the reform in the global governance system for cybersecurity.As cybersecurity issues become increasingly serious,the importance of cybersecurity cooperation at the international level is highlighted,and new opportunities for China-EU cybersecurity cooperation are opening up.Meanwhile,the lack of strategic trust and the consensus on core concepts,along with the continuous intervention of the United States have posed challenges to China-EU cybersecurity cooperation.Looking ahead,China and Europe should continue to deepen their cooperation,solidly promote the development of the China-EU comprehensive strategic partnership,steadily address and manage differences,and actively support EU’s strategic autonomy for“not choosing sides”.The two sides should enhance strategic mutual trust,strengthen mutual strategic coordination and expand the intersection of interests through exchanges and dialogues.The two sides should also work towards setting a model for international cooperation on cybersecurity,provide more cybersecurity public goods,and further enhance cooperation at the global level in order to promote the reform in the global governance system for cybersecurity,so as to jointly grasp the opportunities of the times,and actively address the challenges.
