摘要
改革开放以来,我国的工业发展水平持续高速发展,然而产业规模的快速扩张使得经济、资源和环境之间的矛盾逐渐显现,粗放式的发展模式使得工业产能过剩,大量的废物排放,给资源、生态、能源等带来了巨大的压力,环境问题与经济发展之间的矛盾日益突出,严重影响了经济的可持续发展。随着“十三五”规划的结束和“十四五”的实施,我国迎来了工业竞争优势转变的关键时期,因此,科学有效地评价我国工业生态效率十分重要。文中基于前人研究成果,总结了生态效率的概念、评价方法及实践应用,在效率评价时,考虑各省份间的竞争关系,运用基于帕累托最优的交叉效率模型对2014-2018年我国工业生态效率进行研究,以获得能够被所有决策单元接受的效率结果。结果表明:我国总体的工业生态效率水平处于较低水平,亟待提高;我国各地区的工业生态效率差异明显,东中西、东北部发展水平不均衡,东部地区工业生态效率水平远远高于其他地区。
Since the reform and opening-up,China s industry has continued to develop at a high speed.However,the rapid expansion of industrial scale has gradually revealed the contradiction between economy,resources and environment.The extensive development model has led to industrial overcapacity and a large amount of waste discharge,which has brought great pressure to resources,ecology and energy.The contradiction between environmental problems and economic development has become increasingly prominent,it has seriously affected the sustainable development of economy.With the end of the 13th Five Year Plan and the implementation of the 14th Five Year Plan,China has ushered in a critical period of transformation of industrial competitive advantage.Therefore,it is very important to evaluate China s industrial ecological efficiency scientifically and effectively.Based on the previous research results,this paper summarizes the concept,evaluation method and practical application of ecological efficiency.In the efficiency evaluation,considering the competitive relationship between provinces,this paper uses the cross-efficiency model based on Pareto optimization to study China s industrial ecological efficiency from 2014 to 2018,so as to obtain the efficiency results that can be accepted by all decision-making units.The results show that the overall level of industrial ecological efficiency in China is at a low level and needs to be improved urgently;there are obvious differences in industrial ecological efficiency among various regions in China.The development level of the East,the middle,the West and the northeast is uneven.The level of industrial ecological efficiency in the East is much higher than that in other regions.
