社会共治视角下我国农村儿童食品安全治理体系框架与机制探索

Exploration on The Framework and Mechanism of Rural Children’s Food Safety Governance System from The Perspective of Social Co-governance

目的:构建农村儿童食品安全社会共治体系框架,保护农村儿童食品安全,促进儿童健康。方法:基于文献调研和课题组实地调研结果,综述了农村儿童食品安全社会共治主体参与现状与问题,基于跨界治理理念从政府、市场、社会、学校、监护人五大主体明确了共治儿童食品安全的着力点和重点。结果:构建了基于多维子目标的农村儿童食品安全社会共治体系框架,分别建立了以遏制不安全食品为目标、以提供安全优质食品供给为目标、以保障校园食品安全为目标、以提高儿童食品安全素养为目标的4个社会共治分体系,并进一步讨论了每个分体系下政府、市场、社会、学校、监护人五大主体之间开展跨部门、跨边界、跨公私的共治合作路径和实现机制。结论:本研究为构建我国农村儿童食品安全社会共治体系提供了宏观框架,梳理了共治主体之间在不同共治体系下的合作机制,可助力提升农村儿童食品安全治理成效、保障农村儿童身体健康。

Objective To construct the framework of rural children’s food safety co-governance system to protect the food safety and health of rural children.Method Based on the literature review and past field investigation,the study discussed the participation status and problems of social co-governance subjects.Through applying the approach of cross-border governance,the keypoints and emphasis of constructing the framework of rural children’s food safety co-governance system among the five main bodies of government,market,society,school and guardian were established.Result This paper proposed a framework of food safety social co-governance system of rural children based on multi-dimensional sub-targets.Four social co-governance sub-systems were established with the goal of restraining unsafe foods,providing safe and high-quality food supply,ensuring food safety in rural campus and improving children’s food safety literacy.The paper further discussed the path and implementation mechanism of cross-departmental,cross-boundary,cross-public and private co-governance among the five main bodies of government,market,society,school and guardian under each sub-system.Conclusion The study provides a macro framework for the construction of the food safety social co-governance system for rural children in China,sorts out the cooperation mechanism between co-governance subjects under different co-governance sub-systems,and contributes to improve the effectiveness of food safety governance for rural children and ensure the health of rural children.
