欧盟教师数字能力框架的主要内容及特点

The Content and Characteristics of Digital Competences for European Teachers

社会的数字化转型对21世纪的教育提出了新的要求。为了更好地将数字技术整合到学校教育,全面提升欧盟教师的数字能力,欧盟委员会于2017年面向成员国发布了《欧盟教师数字能力框架》(DigCompEdu)。框架由专业参与、数字资源、教学与学习、评价、赋能学生以及促进学生的数字能力等六大能力域及22项能力指标构成,设有教师数字能力等级。此外,欧盟委员会还开发了一款与DigCompEdu配套的在线评价工具,以帮助教师通过创新型教育技术的使用,将数字技术嵌入教学、学习和学生评价,促进教师数字能力的自我评价和个性化发展。DigCompEdu的设计与内容呈现出以下特点:强调以教学为核心的框架设计;嵌入层次结构的发展框架;面向高质量教育生态系统的能力定位。该框架对我国构建教师数字能力框架、开发教师数字能力自我评价工具、拓宽教师数字能力研究范畴等具有启示意义。

The digital transformation of society puts forward new requirements for education in the 21st century.To better integrate digital technology into school education and comprehensively enhance the digital competence of teachers,the EU published the European Digital Competence Framework for Educators(DigCompEdu)for member states in 2017,which consists of 6 competence domains and 22 competence indicators,including Professional Engagement,Digital Resources,Teaching and Learning,Assessment,Empowering Learners and Facilitating Learner s Digital Competence.In addition,the framework sets teacher digital competence levels and develops an online evaluation tool named SELFIE to facilitate self-evaluation and personalized development of teacher digital competence.The design and content of DigCompEdu framework present the following characteristics:emphasizing the framework design with teaching as the core,realizing the quantitative transformation of teachers digital competences,and positioning their competences for the social needs of the 21st century.This framework is of enlightening significance for us to construct the framework of teachers digital competence and develop the self-evaluation tools of teachers digital competence to widen the research scope of teachers digital ability.
