从“网约车”到远程异地评标共享服务平台的构建

From“Online Car-Hailing”to the Construction of Remote Bid Evaluation Sharing Service Platform

当前我国不少地区在招投标行业普遍采用远程异地评标方式组织项目评标,由于各地运行规则不一致、交易系统不统一,远程异地评标工作一直存在专家资源共享范围小、评标效率低下等诸多缺陷。以“网约车”的运行机制为切入点,介绍了一种面向全国评标需求市场和专家资源的共享服务平台建设方案。“共享平台”能够彻底打破远程评标的地区限制,促进专家资源充分流动,最大程度地放大和提升远程异地评标的综合效益。

At present,in many regions of China,remote bid evaluation is widely used in the bidding industry to organize the project bid evaluation.Due to the inconsistent operation rules and the disunity of transaction systems,remote bid evaluation has many defects such as small scope of expert resource sharing and low efficiency of bid evaluation.Starting from the operation mechanism of“online car-hailing”,this paper introduces the construction scheme of a sharing service platform for the national bid evaluation market and expert resources.“Shared platform”can completely break the regional restrictions of remote bid evaluation,promote the full flow of expert resources,and maximize the comprehensive benefits of remote and remote bid evaluation.
