边界跨越:主流媒体参与社会治理的冲突及其调适

Boundary-crossing:Conflict and Adaptation of Mainstream Media’s Participation in Social Governance

目前学界关于主流媒体参与社会治理的研究多从网络化治理、参与式治理等视角出发,忽视了边界跨越这一理论视角。伴随复杂公共事务的跨界性与治理主体的网络化、多元化,边界跨越成为主流媒体参与社会治理的必要行动逻辑,其所适应的治理网络模式也与当前中国倡导的多元主体共建共治共享的社会治理格局相契合。以此为理论透镜,主流媒体在参与社会治理中需跨越垂直边界、水平边界等多重边界,但同时会衍生出诸多层面的边界冲突。为了调适、化解边界冲突,主流媒体需要合理作出边界判断,锚定边界角色,依托边界介质,并发挥政府的元治理作用,规范边界活动,最终完成“惊险而华丽的一越”。

At present,the academic research on mainstream media’s participation in social governance mostly starts from the perspective of network governance and participatory governance,ignoring the theoretical perspective of boundary crossing.With the boundary-crossing of complex public affairs and the networking and diversification of governance subjects,boundary-crossing has become a necessary action logic for mainstream media to participate in social governance,and the governance network model it adapts to is also in line with the current social governance pattern advocated by China,which is co-built,co-governed and shared by multiple subjects.Taking this as a theoretical lens,mainstream media need to cross multiple boundaries such as vertical and horizontal boundaries in their participation in social governance,but at the same time,border conflicts at many levels will be derived.In order to adjust and resolve border conflicts,mainstream media need to make reasonable border judgments,anchor border roles,rely on border media,play the meta-governance role of the government,regulate border activities,and finally complete the“thrilling and gorgeous crossing”.
