黄河三角洲围垦盐碱地农作物歉收的鉴定与分析

摘要 2021年5月盐城市农业科学院司法鉴定所受Z市人民法院委托,对一起400多hm~2围垦盐碱地2018—2020年种植的小麦、玉米、高粱等农作物减产、歉收的原因及损失进行鉴定。该所采用实地勘察、土壤取样、资料分析等方法,从淡水灌溉、气候条件、土壤性质、土地平整度、盐碱地管理技术、农产品价格6个方面进行了解析,较全面地评价了各因素与不同年份土地产出的动态参与度,为涉案经济损失的责任划分提供了技术依据。 In May 2021, Judicial Appraisal Institute of Yancheng Academy of Agricultural Sciences was entrusted by the People’s Court of Z City with the task of making judicial appraisal for a case in agricultural production. The case was about the yield reductions of wheat, corn, sorghum, and other crops planted in more than 400 hm~2of reclaimed saline-alkali land from 2018 to 2020. The judicial appraisal was aimed to identify the causes and assess the economic losses of the yield reductions. By means of field investigation, soil sampling, data analysis, etc., researchers analyzed six factors consisting of freshwater irrigation, climate conditions, soil properties,land flatness, saline-alkali land management techniques, and agricultural product prices, to comprehensively evaluate the dynamic contribution degrees of the various factors to the land outputs in different years. This analysis lays a technical foundation for identifying the contributing factors for economic losses in the case.
