摘要
国家治理体系和治理能力现代化亟需加大公共管理高级人才培养力度。公共管理的政治性、公共性、综合性、应用性和服务性对公共管理专业研究生科研创新提出更高要求。公共管理专业研究生科研创新存在理论与实践联系不紧密、方法失当、学术严肃性不足等问题。亟需构建公共管理专业研究生“一二三四五”科研创新能力培养体系,坚持将“以理论为分析工具、基于实践研究构建理论分析框架”作为主线,注重科研创新的实践意义和理论价值二重研究意义,抓住研究问题选择、研究设计和得出研究结论三个关键环节,注重调查研究、实验研究、文献研究和实地研究等四种研究方式,开展学术论文、调研报告(问题研究)、案例分析、政策分析、项目开发方案设计五种类型研究。
The modernization of the country’s governance system and governance capacity urgently needs to strengthen the training of senior public management personnel. Political, public, synthesized, utility and service characters of public management increase challenges to public management graduate students’ capacity for scientific research and innovation. Public management graduate students’ scientific research and innovation has problems such as divorce of theory from practice, improper means, lacking seriousness. It is necessary to set up training system of public management graduate students’ capacity for scientific research and innovation, including building theoretical framework under the guidance of theories and based on practice, laying equal stress on practical significance and theoretical value, grasping three links of selection of a topic, research design and research conclusion, emphasizing four research methods including investigation, experiments, literature search and field research, carrying out five types of research composing academic dissertation, survey report, analysis of cases, policy analysis and schematic design of project development.
