我国农村垃圾治理政策的演变与分析研究

Evolution and Analysis on Rural Waste Management Policies in China

农村垃圾治理作为农村人居环境整治的重点任务和生态提升的重要基础,近年来逐步受到国家和各地方的关注。本研究通过梳理分析近十余年间的相关国家政策文件,重点研究了农村垃圾治理政策在发展阶段、涵盖内容、牵头部门、空间范围、治理方式、治理主体等方面的演变情况。在此研究基础上,从增强跨部门综合协调、制定专项标准规范、探索经济性治理政策、提高多元主体参与程度等方面,提出治理政策的优化建议。

As a key task of rural living environment remediation and an important basis for ecological improvement,rural waste management has gradually attracted national and local attentions.By reviewing the relevant national policies in recent ten years,the policies evolution of rural waste management was clarified from the aspects of progression stage,governance content,leading departments,spatial scope,governance methods and governance subjects.On the basis of this study,suggestions for governance policy optimization were put forward from the aspects of strengthening cross-sector comprehensive coordination,formulating special standard specifications,exploring economic governance policies and improving the participation of multiple subjects.
