国家制度改革下的我国城市规划适应逻辑与路径分析

Analysis on Adaptive Logic and Path of Urban Planning in Our Country under National System Reform

国家制度改革背景下,以往城市规划工作体系为了适应新时代发展要求,需要进行衔接和调整,不再单独进行城市土地规划编制,而是统一编制国土空间规划方案。在分析国家制度改革要求的基础上,从对象范围、工作内涵、价值取向三个层面对我国城市规划适应逻辑进行了深入剖析,提出了规划职能明确、城市规划分项设立、规划技术体系重构等适应路径,为推动城市科学建设与发展提供保障。

Under the background of national system reform, in order to meet the development requirements of the new era, the previous urban planning work system need to be connected and adjusted,which requires the unified national space planning scheme instead of the urban land planning alone. On the basis of analyzing the requirements of the national system reform, the paper analyzes in depth the adaptive logic of urban planning in our country from three aspects of the object scope, work connotation, and value orientation.Then it puts forward adaptive path of the clarified planning functions, the establishment of sub-items of the urban planning, the reconstruction of planning technical system, etc., which provides guarantee for promoting the urban scientific construction and development.
