梳理长期护理保险第一批与第二批试点城市的相关政策和实施方案,深入了解试点城市长期护理保险主要政策内容,归纳两批试点城市在参保范围、保障对象、支付范围、筹资渠道、给付方式等方面存在的主要差异,进行政策间的前后对比和分析,探讨其中存在的主要问题和不足,分析潜在原因并提出相应的对策与建议,以期为我国建立健全长期护理保险制度提供决策参考。

To sort out the relevant policies and implementation plans of the two batches of pilot cities for long-term care insurance,so as to provide the facts of implemented policy measures which have been made in that two and summarized the main differences in terms of insured scope,safeguard object,payment scope,financing channels,payment methods and other aspects between the two.The main problems and deficiencies which have been examined in that two were discussed in the next part.Accordingly,the countermeasures and suggestions were put forward.This paper was aimed to provide references for government department to establish a sound long-term care insurance system.
