法治国际传播的逻辑建构与实现路径——以《马拉喀什条约》为例

《马拉喀什条约》是我国开展法治国际传播的绝佳素材。随着时代的变迁,法治国际传播的内容和方式不断发生变化。在全球化时代,各国主要通过国际条约方式加强理性沟通对话,传递法治理念。法治国际传播需要考虑主体、内容和受众三个要素,呈现传播主体多元化、内容丰富化、受众分层化的特点,需要采取有针对性的传播策略。议程设置理论、沉默的螺旋理论和培养理论对国际传播活动具有积极指导意义,采取受众调查法、内容分析法,能够实现良好的法治国际传播效果。加强法治国际传播可以通过整合多方传播主体、打造丰富传播内容、对不同受众进行精准传播、注重评估传播效果和培养国际传播人才等路径。

The Marrakesh Treaty is an excellent material for China to spread its concept of the rule of law around the globe.With the change of times,the content and way of international communication regarding the rule of law vary constantly.In the era of globalization,countries have strengthened rational communication and dialogue mainly by making international treaties to convey the concept of the rule of law.The international spread of the rule of law is required to take into account the three elements:Subject,content,and recipient,and adopt the targeted strategies to present the characteristics of diversified subjects,rich content,and stratified recipients.The agenda-setting,silent spiral,and cultivation theories have provided positive guidance for international spread.The audience-survey and content-analysis methods can achieve good effects in spreading the rule of law.It can integrate multiple subjects,create rich content,carry out targeted strategies to different recipients,underscore the evaluation of effects,and train talents to strengthen the international spread of the rule of law.
