摘要
高校学术不端行为成因复杂,时有发生,其高度隐蔽性、易于扩张性和多样化的现实形态已超越了传统单向度的高校治理的效用范围。协同治理提倡的治理主体多元、治理目标认同、治理系统协同是指导高校学术不端行为治理的重要理论依据。高校学术不端行为的影响因素主要有合理的科研评价机制缺失、协同的联合惩戒机制缺失、崇实的科学家精神缺失。协同治理视域下高校学术不端行为的治理,应推进高校科研多元评价制度改革,完善协同治理体系,建立协同治理信息平台,营造高校科研诚信协同教育氛围,从而对高校学术不端行为起到有效预防和遏制作用。
The causes of academic misconduct in universities are complex and occur from time to time.Its highly hidden,easily expanded and diversified reality has exceeded the utility scope of the traditional one-way university governance.The pluralism of governance subjects,the identification of governance objectives and the coordination of governance systems advocated by collaborative governance are important theoretical basis for guiding the governance of academic misconduct in universities.The main influencing factors of academic misconduct in universities are the lack of reasonable scientific research evaluation mechanism,the lack of cooperative joint punishment mechanism,and the lack of realistic scientist spirit.To govern academic misconduct in universities from the perspective of collaborative governance,we should promote the reform of the multiple evaluation system of scientific research in universities,improve the collaborative governance system,establish a collaborative governance information platform,and create a collaborative education atmosphere of integrity in scientific research in universities,so as to effectively prevent and contain academic misconduct in universities.
