Digital Technology,Global Growth and Win-win Chain and China’s High-level Opening Up

国际分工从以最终产品为界限的传统模式发展演变至全球价值链新模式后,会内生地要求世界经济朝着“全球增长共赢链”方向发展。虽然这种新变化在一定程度上冲击了发达国家传统思维模式,进而在实践中遭受到来自美国等发达国家逆全球化思潮和举措的冲击和阻碍,但经济全球化是社会生产力发展的客观要求和科技进步的必然结果,尤其是当前快速进步的数字技术,由于其广泛链接性、效率提升性、深化协作性以及开放开源性等,会在进一步推动全球价值链分工在横向和纵向两个维度深入发展中,夯实全球增长共赢链的客观基础。在经济全球化处于十字路口的关键阶段,中国实施高水平开放对数字技术条件下打造全球增长共赢链具有重要作用。为此,中国需要秉持人类命运共同体先进理念,抢抓数字技术带来的战略机遇,构筑数字经济发展先动优势,以自身高水平开放推动和引领经济全球化朝着更加开放、包容、普惠、平衡、共赢方向发展。

After the international division of labor evolved from the traditional model bordered with final products to the new model of global value chain,it will endogenously require the world economy to develop in the direction of“global growth and win-win chain”.Although this new change has impacted the traditional thinking mode of developed countries to a certain extent,and then encountered impact and obstacles in practice from the anti-globalization thoughts and measures of developed countries such as the United States,economic globalization is an objective requirement for the development of social productive forces and the inevitable result of scientific and technological progress,especially the current rapid progress of digital technology.Thanks to its extensive connectivity,efficiency improvement,deepening of collaboration,and open-source nature,it will further promote the division of labor in the global value chain in both horizontal and vertical directions for in-depth development,and consolidate the objective foundation of the global growth and win-win chain.During the critical stage of economic globalization at historical crossroads,China’s implementation of high-level opening up plays an important role in building global growth and win-win chain under the conditions of digital technology.To this end,China needs to uphold the advanced concept of a community with a shared future for mankind,seize the strategic opportunities brought by digital technology,build a first-mover advantage in the development of the digital economy,and promote and lead economic globalization towards a more open,inclusive,beneficial,balanced and win-win development direction with its own high-level opening up.
