规则生成的行动主义方案:从设计性到流动性的逻辑转换

Activism-based Perspective of Rule Generation:A Conversion of Logic from Design to Liquidity

面对工业社会复杂的治理情境,治理者以封闭性和稳定性为前提进行着规则的制度主义设计,以期能够通过框定行动边界、结构化行动逻辑来实现对社会的良好治理。在后工业化进程中,社会运行和社会变化加速化带来了流动性和开放性的迅速增强,使得制度主义的规则设计陷入前提的结构性松动、规则与行动间的失衡,以及束缚行动者创新的现实困境。因而,在思考高速流动性和高度开放性社会的合作治理时,我们呼吁规则生成的行动主义方案,这就要求我们实现从设计性向流动性的逻辑转换,在流动的具体性中采取开放性的设定,由行动者设计支持合作治理及其“行动者网络”建构的规则体系。

In the face of the complex governance situation of industrial society,the governing agencies designed institutionalism rules on the premise of closure and stability by setting the boundaries of action and structuring the logic of action,in order to achieve good governance of the society.But from today’s perspective,the operation and change of industrial society are still at a relatively low rate.In the post-industrialization process,the accelerated social operation and change result in rapid enhancement of liquidity and openness,which leads to the premise of institutionalism design of rules to loosen structurally,the imbalance between rules and actions,as well as restriction of innovation from actors.Therefore,considering the collaborative governance within the high-speed liquidity and highly open society,we call for the activism-based rules,which requires us to realize the conversion of logic from design to liquidity,and means that we need to adopt openness as a premise setting in the specificity of liquidity,and construct new rule system by the actor-design to support collaborative governance and its“actor-network”.
