治理视域下档案服务外包安全监管研究

Research on Security Supervision of Archives Service Outsourcing from the Perspective of Governance

档案服务外包安全监管是强化档案安全保护的重要任务。当前,档案服务外包在监管依据、监管主体、监管对象、监管手段、监管效能等方面存在诸多现实困境。档案治理为解决档案服务外包安全监管现存问题提供了思路。基于档案治理视域,加强档案服务外包安全监管的对策包括:树立重点领域监管的治理思维、健全依法合规监管的治理依据、构建多方协同监管的治理秩序、综合运用系统监管的治理手段、充分激发安全监管的治理效能。

The security supervision of archives service outsourcing is an important task to strengthen archives security protection.At present,there are many practical difficulties in archives service outsourcing,which are embodied in the aspects of supervision basis,supervision subject,supervision object,supervision means and supervision efficiency and so on.Archives governance provides some ideas for solving the existing problems of security supervision of archives service outsourcing.Based on the perspective of archives governance,the countermeasures to strengthen the security supervision of archives service outsourcing include:establishing the governance thinking of supervision in key areas,improving the governance basis for legal compliance supervision,building the governance order of multiparty collaborative supervision,comprehensively using the governance means of systematic supervision,and fully stimulating the governance efficiency of security supervision.
