应用PFMEA审视文件生命周期视域下档案全流程管理的风险防控应用研究——以出生医学证明档案为例

Research on Risk Prevention and Control Application of PFMEA to Review Record Whole Process Management in Records Life Cycle:Take Medical Certificate of Birth Archives as an Example

医院作为出生医学证明档案实体形成者,一直以来关注点主要是档案的接收、保存与利用,未对档案形成过程进行系统的风险管理。依据文件生命周期理论指导,本文应用PFMEA对出生医学证明档案管理的“形成—接收—保存—利用”全流程进行风险识别、评估、分析,以措施优先级科学确定降低风险的措施的优先级排序,保证流程优化措施的实效性,有效降低档案全流程管理的风险。

The hospital is the archival entity former of medical certificate of birth archives,the main concern of which are the reception,preservation and utilization of archives.There is no systematic risk management of the process of forming archives.According to the guidance of the theory of recordslife cycle,this thesis applies PFMEA to the risk identification,evaluation and analysis of the whole process of"form-receive-save-utilization"of birth medical certificate archives management.Action Priority can scientifically determine the priority of risk reduction measures,ensure the effectiveness of process optimization measures and effectively reduce the risk of the whole process of archives management.
