The Construction of the Vocational Education Teaching Staff in the New Era

教师是立教之本、兴教之源,高质量的职业教育需要高质量职业教育教师队伍支撑。党的十八大以来,新时代职业教育教师队伍建设取得了显著成就,有力支撑了现代职业教育改革发展。本文对职业教育教师队伍建设改革的历程、现状、未来进行分析研究。首先,本文分析了职业教育教师队伍建设的政策取向:服务取向,服务和支撑现代职业教育高质量发展;规律取向,遵循职业教育教师发展规律;问题取向,直面和解决职业教育教师队伍的现实问题。其次,本文论述了职业教育教师队伍建设的关键性制度,建立职业教育教师标准体系,创新职业教育教师培养模式,推进职业教育教师职前职后一体化改革,支持职业教育教师、教材、教法“三教”改革,建立校企人才双向交流机制等。最后,本文面向中长期,阐释了职业教育教师队伍建设改革的思想方法,即强化职业教育教师思想政治建设和师德师风建设的引领作用,强化职业教育教师队伍建设的制度供给,强化职业教育教师队伍的类型特色,强化职业教育教师队伍的地位和待遇保障。

Teachers serve as the root of education and the source of its development,and high-quality vocational education requires the support of the high-quality vocational education teaching staff(VETS). Since the 18th CPC National Congress,remarkable achievements have been made in the VETS construction in the new era,which has strongly supported the reform and development of modern vocational education. This study focuses on the history,the current situation,and the future of the construction and reform of the VETS. Firstly,it analyzes the policy orientation of the VETS construction in three dimensions:service orientation,which indicates serving and supporting the high-quality development of modern vocational education;law orientation,which implies following the laws of the development of vocational education teachers;and problem orientation,which involves tackling practical problems facing the VETS.Secondly,it discusses the key system for the VETS construction:designing the framework for the standard of the VETS,innovating the training modes of the VETS,promoting the reform of the integration of pre-service teacher preparation and in-service teacher training,supporting the reform of "teachers,textbooks and teaching methods" in vocational education,and establishing a mechanism for the exchanges between the talents of vocational schools and those of enterprises. Lastly,it expounds the thoughtways of the long and medium term reform of the VETS construction:strengthening the leading role of vocational education in the development of the ideological and political competencies plus professional ethics of the VETS,increasing the systematic supply of the VETS construction,emphasizing the type-oriented traits of the VETS,and improving the status and benefits of the VETS.
