结构再生产:第一书记驻村帮扶的实践逻辑——基于贵州Z村的田野调查

Structural Reproduction:Practical Logic of First Secretary’s Village-Stationed Assistance:Based on Field Investigation of Z Village in Guizhou Province

基于贵州省Z村的实践案例,在“结构再生产”的理论框架下考察第一书记驻村帮扶的实践逻辑。结果表明:第一书记的驻村帮扶工作要通过推动乡村既有社会结构的再生产来实现,是将不同资源与规则进行互构和转化的过程;第一书记在驻村帮扶的实践过程中需要在遵循合法化逻辑、在地化逻辑和共识化逻辑的基础上采取策略性行动,有效推进乡村振兴进程;第一书记需要在制度合法性的基础上通过策略性实践以获得在地化的权威和能力,通过合理规划和科学设计实现外来资源与所驻村内生资源的融合发展,与地方行动者持续沟通和建立有关乡村发展的共识观念。基于此,建议应更加注重第一书记的主体性和能动性,在制度层面从精准人员选派、加强赋权赋能、优化考核机制等方面充分激活第一书记驻村帮扶的实践效能。

Based on the case study of Z village in Guizhou province,this paper investigates the practical logic of the first secretary’s village-stationed assistance in the village in the theoretical framework of“structur⁃al reproduction”.The results show that the first secretary’s village-stationed assistance work should be realized by promoting the reproduction of the existing rural social structure,which is a process of mutual construction and transformation of different resources and rules.The first secretary needs to take strategic actions to effec⁃tively promote rural revitalization by following the logic of legalization,localization and consensus.The first sec⁃retary needs to acquire the authority and ability to localize through strategic practice on the basis of institution⁃al legitimacy,realize the integrated development of external resources and endogenous resources in the village through reasonable planning and scientific design,and continuously communicate with local actors to reach a consensus on village development.Therefore,to achieve rural revitalization,it is vital to take advantage of the subjectivity and initiative of the first secretary,and fully activate the practical effectiveness of the first secre⁃tary’s village-stationed assistance in the village by making accurate personnel selection,strengthening empow⁃erment,and optimizing the assessment mechanism.
