港珠澳大桥自然气象灾害交通管控标准研究 被引量:2

Study of Traffic Control Standards for Natural Meteorological Disasters of Hong Kong-Zhuhai-Macao Bridge

摘要 港珠澳大桥当前对于自然气象灾害的预警和管控按所属地法规和政策执行,尚没有实现协调统一。为了提升大桥管理效率和服务水平,调研了珠海、香港两地的管控依据、标准和措施,在同时满足两地相关法规的框架下,结合大桥运营面临的实际自然气象风险类型,提出了统一的气象灾害管控标准和措施建议,为大桥协同一体化管控提供参考。 At present, the early warning and control of natural meteorological disasters of Hong Kong-Zhuhai-Macao Bridge are implemented as per local laws and policies without coordination and unification. In order to improve the management efficiency and service level of the bridge, the management and control basis, standards and measures of Zhuhai and Hong Kong are investigated. Under the framework of simultaneously satisfying the relevant laws and regulations of the two places, combined with the actual natural meteorological risk types faced by the bridge operation, a unified meteorological disaster management and control standard and measures are proposed to provide a reference for the coordinated and integrated management and control of the bridge.
