“一带一路”视角下欧盟波兰法治之争透视及其应对方法论

An Analysis of EU-Poland Disputes on the Rule of Law in the Context of Belt&Road Initiative and Coping Strategies

“一带一路”背景下,欧盟和波兰都有着非常明显的区位优势和地缘政治地位。《中欧全面投资协定》被欧洲议会冻结,给中欧关系和国际形势增添了诸多不稳定性因素,同时也反映了欧盟内部存在的矛盾和分歧。欧盟波兰法治争端历经6年有余仍未平息,表明欧盟内部危机不断,问题重重。这两起看似无关的事件,值得高度关注。基于“一带一路”视角,我国需在以下方面积极作为,为构建人类命运共同体贡献力量:第一,坚持人类命运共同体的全局观,维护好中欧、中波关系;第二,谨慎对待欧盟波兰争端,保持客观中立,发出中国声音;第三,加强与欧盟核心成员国的双边合作,适时推动《中欧全面投资协定》重启;第四,积极对接波兰经济发展规划,持续推动中波经贸合作;第五,大力推动RCEP落地实施,多渠道破解“一带一路”困局。

In the context of the Belt&Road Initiative,both EU and Poland enjoy a geographical advantage and an important geopolitical position.The fact that EU-China Comprehensive Agreement of Investment was frozen by European Parliament added to unstable factors to the Sino-European relations and to the international community as well.Meanwhile it reflects the conflicts and divergences within EU.EU-Poland dispute on the rule of law has lasted over 6 years and it reflects the everlasting crisis and problems of EU.The two seemly unrelated events are noteworthy actually.From the perspective of the B&R Initiative,China is expected to promote the construction of the human community with a shared future.The first is to take a global view of the human community with a shared future and maintain a good relationship with both EU and Poland.The second is to handle the EU-Poland dispute with caution,take a neutral position and express China’s viewpoints.The third is to strengthen the bilateral cooperation with core members of EU and promote the restart of CAI at an appropriate time.The fourth is to match actively with Polish planning for economic development and continuously promote Sino-Polish economic and trade cooperation.The fifth is to boost the implementation of RCEP so as to walk outof the dilemma in different ways.
