我国森林生态效益补偿制度问题研究

从补偿制度的实践过程、补偿的范围和补偿的标准三个方面出发,通过梳理森林生态效益补偿制度在我国的发展历史,系统分析了森林生态效益补偿制度在全国推行的实际状况;探讨其在推行过程中所面临的问题,主要有:公益林资源管理办法缺乏创新,补偿主体单一,补偿标准低,补偿范围偏小,生态价值量化估算的方法不完善;并针对上述问题提出了政策建议。

As an important mechanism to maintain the natural ecological environment,ecological benefit compensation effectively ensures the sustainable development of forest resources and ecological construction system.At present,with the improvement of national ecological construction protection and engineering construction level,the construction of forest ecological benefit compensation system has achieved a breakthrough development in China.Starting from the three aspects of the practical process,scope and standard of compensation system,this paper systematically analyzed the actual situation of the implementation of forest ecological benefit compensation system in China by combing the development history of forest ecological benefit compensation mechanism in China.It discussed the problems faced in the implementation process,mainly including:lack of innovation in public welfare forest resource management methods,single compensation subject,low compensation standard,small compensation scope,and imperfect quantitative estimation method of ecological value.It put forward policy suggestions for the above problems.
