“双一流”战略背景下目标绩效的创新实践

摘要 鉴于高校绩效工资的分配存在的问题,激励作用弱化的缺陷,福建师范大学积极探索了一种将目标考核管理与绩效工资直接挂钩的目标绩效方案。该目标绩效方案可充分调动二级单位的积极性,发挥其主体作用,形成高校宏观决策、职能部门监管以及二级学院具体实施的管理模式。该目标绩效方案的实施将对进一步调动和激发二级学院的办学活力,推进特色鲜明的高水平综合性大学建设以及加快缩短与“双一流”高校的办学差距具有积极的作用。 In view of the fact that the distribution of performance pay in colleges and universities is formalistic and the incentive effect is weakened,the model of objective assessment management directly linked performance salary has actively explored.The target performance plan can fully mobilize the enthusiasm of the secondary institutions,give play to their main role,and form the management mode of macro decision-making,functional department supervision and specific implementation of the secondary institutions.The implementation of target performance can further mobilize and stimulate the school-running vitality of secondary colleges,accelerate the construction of high-level comprehensive universities with distinctive characteristics,and shorten the school-running gap with“double first-class”universities.
