网格化城市医联体模式下财务管理的实践与思考

Practice and Consideration of Financial Management Under the Model of Grid Urban Medical Association

医联体建设是我国深化医疗改革的重要步骤和制度创新,网格化城市医联体的建设是未来发展的重要方向,目前正处于初步探索阶段,在财务处理方面的政策指引还未明确,如何在资产所有权不变的情况下实现各成员单元之间频繁的资源调配,是亟待解决的重要问题。如果不能充分发挥各成员单位之间的分工合作和相互促进作用,那么网格化医联体就只能流于形式,不能产生实际作用。通过剖析医联体实施类型、梳理财务管理关系、医联体内主要经济活动及特点,探索网格化医联体内财务管理的问题及难点,探讨其发展趋势,并从财务角度推进医联体高质量建设,以实现“基层首诊、双向转诊、上下联动、急慢分治”的新分级诊疗格局。

The construction of medical alliances is an important step and institutional innovation for deepening the medical reform in my country. The construction of gridded urban medical alliances is an important direction for future development. It is currently in the preliminary exploration stage, and the policy guidelines on financial processing are not yet clear. How to realize frequent resource allocation among member units without changing the ownership of assets is an important problem to be solved urgently. If the division of labor and cooperation and mutual promotion between the member units cannot be fully exerted, the gridded medical consortium can only be a mere formality and cannot produce practical effects. By analyzing the implementation types of medical alliances, sorting out financial management relationships, and major economic activities and characteristics in medical alliances, we will explore the problems and difficulties of financial management in gridded medical alliances,discuss their development trends, and promote high-quality medical alliances from a financial perspective. In order to realize the new hierarchical diagnosis and treatment pattern of "first diagnosis at the grassroots level, two-way referral, upper and lower linkage, and acute and chronic treatment".
