Policy Paths and Mechanisms for Quality Evaluation of Childcare Centers and Its Implications

托育机构质量评估制度的设计和实施,需要遵循一定的逻辑路径才能达成促进质量提升的最终目的。从托育服务的供给方和需求方两方面分析,质量评估发挥作用的机制包括针对托育机构的激励机制、扶持机制,以及针对家长的增权机制、赋能机制。四种机制的有效发挥均需满足一定的前提条件,且互相作用。我国托育机构质量评估制度的设计需要根据托育服务行业的发展阶段、特点和需求,对重点依赖的机制作出选择,找准制度的着力点。同时还应坚持普惠优先的原则,在评估标准制订、评估对象选择等方面落实为大众服务的价值导向。

The design and implementation of a quality evaluation system for childcare centers must follow certain policy paths and mechanisms in order to achieve the ultimate goal of promoting quality.From the perspective of the suppliers and consumers of the childcare centers,four mechanisms for quality evaluation are examined:On the supply side there are incentive mechanisms and support mechanisms,which are targeted at childcare centers,while on the the consumer side there are empowennent mechanisms and enabling mechanisms,which are tailored for parents.These four synergistic mechanisms can be brought into full play when specific prerequisites are met.The design of a quality evaluation system for national childcare centers involves choices made among key mechanisms according to the current development stage,characteristics and needs of the childcare service industry,and must be directed appropriately.At the same time,in the principle of giving priority to inclusive benefits,the value orientation of serving the people should be implemented in aspects such as the formulation of evaluation standards and the selection of test-takers.
