城市国土空间规划研究与实施管理评估工具模型初探——以重庆“城市发展地图”编制为例

Preliminary Study on Evaluation Tool Model of Urban Land Space Planning Research and Implementation Management: A Case Study on the Compilation of Urban Development Map of Chongqing City

“城市发展地图”作为城市国土空间规划研究与实施管理评估工具模型,是在国土空间规划管控新形势下,对规划决策支持工具模型研究的尝试。通过对城市发展政策、现状、规划和土地市场等多维度信息的收集,引入城市地块的价值判断,建立评价体系,对信息关键点进行数字化转译,同时选用控制性详细规划等法定规划成果作为基础性底图,细分城市地块区域,并将数字化转译的信息点以地图的形式进行空间落位表达,最终形成城市发展地图工具模型成果。作为城市国土空间规划评估工具模型,城市发展地图可以较为直观地呈现出一个城市空间发展态势与其土地价值关系的多维视图,为把握城市发展态势和地块土地价值逻辑提供一种不同的研究视角,也为实现国土空间价值提升、空间规划价值和市场经济价值的融合研究与管理,提供一个新的观察视点和研究评价工具方法;为国土空间规划“多规合一”的动态管理提供工具模型方面的解决路径,有助于对城市区域内的国土空间规划管控政策进行研究以及对国土空间价值提升路径的判断,也有助于房地产开发企业对城市目标地块的分析和研判。

Urban development map is an attempt to study the model of planning decision and support tools under the new situation of territorial spatial planning and control. Through the collection of multi-dimensional information such as urban development policy, urban status, urban planning, and land market, urban development map introduces the method of judging the value of urban land, as well as establishes a certain evaluation system, and digitalizes the key information points. At the same time, legal planning results such as detailed control planning are selected as the basic map to subdivide urban land areas. The results of the information points will be digitalized and expressed in the map finally. As a tool for the research platform, urban development map can present a more intuitive multi-dimensional view of the relationship between urban spatial development and land value. As a result, it provides a different research perspective to grasp the urban development situation and the logic of land value, a new methodology to realize the integration research and management of land space enhancement, space planning and market economic value, as well as a solution for the dynamic management of land space planning with multiple plans. Thus, the urban development map will not only be conducive to the research on land space planning and related policy in urban areas, but also important to the research and judgment of land value promotion and significant to the real estate development enterprises to make the necessary analysis and judgement before getting the target sites.
