基于评价成绩的综合应急救援能力提升内容溯源修改

Trace Source and Modification of Ability Promotion Content on Comprehensive Emergency Rescue Based on Evaluation Result

面向自然灾害、事故灾难、公共卫生、社会安全等应急救援灾害,省级、副省级、地区级、区(县)级、街道(镇)级、社区(村)级等应急救援区域,全过程、分过程、分过程子项等全生命周期(准备、响应、处置、保障、善后等)应急救援过程,开展基于评价成绩的综合应急救援能力提升内容溯源修改研究:首先是创新出综合应急救援全过程、分过程、分过程子项的能力提升内容评价通用表格描述,以便进行其评价成绩计算;其次是创新出基于该评价成绩的综合应急救援全过程、分过程、分过程子项的能力提升内容溯源修改方法,以便根据优、良、中、差等评价成绩精准溯源出需要修改完善的该能力提升内容,实时提升综合应急救援水平。

Faced to rescue disaster of natural disasters、accident disaster、public health disasters and social security disasters,faced to rescue area of provincial level、sub provincial level、regional level、district(county)level、street(town)level、community(village)level,faced to rescue process of whole process、sub process and sub process item for all life cycle(preparation、response、disposal、security and rehabilitation),trace to the source of ability promotion content on comprehensive emergency rescue is resesrched based on evaluation result:First,general table describition on ability promotion evaluation for whole process、sub process and sub process item in comprehensive emergency rescue is innovated in order to compute evaluation result of ability promotion construction;Second,trace to the source of ability promotion content on comprehensive emergency rescue based on evaluation result is innovated in order to trace out ability promotion content to be modified and improved based on evaluation result of excellent、good、average、poor for promoting level of comprehensive emergency rescue.
