摘要
“一带一路”倡议提出后,为更好的服务买方市场,迫切需要建立适应铁路国际物流发展要求的铁路运单物权化运作机制,从而真正实现“一带一路”的贸易畅通。本文对铁路运单物权化的需求特点、基本要求和实现机理机制等进行研究,借鉴不同运输方式运单特点和多式联运信息共享需求,研究归纳铁路运单信息经济字典,提出铁路运单物权化过程风险及防控、实现路径。
After the“Belt and Road”initiative was put forward,in order to better serve the buyer′s market,it has been urgent to establish an operation mechanism for realizing property rights of rail waybills that meets the requirements of the development of railway international logistics to truly make the“Belt and Road”trade success-fully.Based on the studies on the demand characteristics,basic requirements,and implementation mechanism for realizing property rights of rail waybills,this paper puts forward the risk,prevention and control and implementation path for realizing property rights of rail waybills after drawing on the characteristics of different modes of transport and multimodal transport information sharing requirements,studying and summarizing the rail waybill information economy dictionary.
