摘要
梳理总结了2016—2020年全国合同节水管理发展现状、项目实施情况,分析了当前影响和制约合同节水管理项目实施的主要问题,研究提出了完善合同节水管理配套制度等11条对策建议,可为有关部门制定推动合同节水管理政策提供参考。
The status of contract-based water conservation and project implementation from 2016 to 2020 are summarized.The analysis mainly focuses on factors affecting and restricting the implementation of the projects,with proposal of 11 measures and suggestions to perfect counterpart management rules and regulation.It is hoped to provide reference for relevant departments to formulate policies for promoting contract-based water conservation.
