上海市水产养殖行业从业人员培训现状分析与建议

Analysis and suggestions on the current situation of the training of aquaculture practitioners in Shanghai

为适应都市现代渔业的发展,建立新型职业渔民队伍,实现渔业增效、渔民增收,近年来,上海市结合本区域实际情况,开展了一系列水产养殖行业从业人员培训工作。文章通过梳理2012—2020年上海市水产养殖行业从业人员培训和职业技能鉴定现状,结合对2020年郊区农民培训师资、职业技能鉴定人员、一线水产养殖行业从业人员的调研情况,指出目前存在培训师资结构相对单一、职业资格证书认可度不高、从业人员文化程度较低且年龄老化等问题,并据此提出加大政策支持和资金投入、加强师资队伍建设、创新培训方式、强化政策配套等建议,可为提升相关培训质量提供参考。

In order to adapt to the development of urban modern fishery,establish a new type of professional fisherme n team,and increase fishery efficiency and fishermen’s income,in recent years,Shanghai has carried out training work for aquaculture practitioners in light of the actual situation in the region.By sorting out the current situation of training and vocational skill appraisal of aquaculture practitioners in Shanghai from 2012 to 2020,combined with the investigation of farmer training teachers,vocational skill identification personnel and front-line aquaculture industry employees of suburbs in 2020.It is found that there are some problems such as relatively single structure of suburb teachers,low recognition of professional qualification certificates,low education level of employees and aging problem.Based on this,some suggestions are put forward,such as increasing policy support and capital investment,strengthening the construction of teaching staff,innovating training methods,strengthening policy support,etc.,which could provide reference for improving the quality of relevant training.
