淮河流域“一河(湖)一策”方案编制和实施情况分析

Study on the formulation and implementation of“one river(lake) one policy”in the Huaihe River Basin

“一河(湖)一策”方案制定与实施是河湖长制精准施策的关键。以淮河流域安徽、江苏、河南、山东、湖北5个省份为研究区域,对典型河湖“一河(湖)一策”方案编制与实施情况开展系统调查研究。结果表明,沿淮5省均针对河湖实际情况编制了“一河(湖)一策”方案,并落实了方案中的任务和措施,基本达到了2020年目标任务控制性指标,但在方案编制内容与程序、方案推进、方案评估等方面仍存在问题。从方案编制细化目标与任务、增加监督检查内容等方面提出了相应政策建议,可为“一河(湖)一策”方案修编和幸福河湖建设提供支撑和参考。

The formulation and implementation of“one river(lake) one policy”is the key to the accurate implementation of the river-lake chief system. Taking Anhui, Jiangsu, Henan, Shandong and Hubei in the Huaihe River Basin as the research area, a systematic investigation and research on the formulation and implementation of the“one river(lake)one policy”scheme of typical rivers and lakes in the five provinces was carried out. The results show that the five provinces along the Huaihe River have implemented the“one river(lake) one policy”according to the actual situation, and the tasks and measures were basically achieved the control indicators of 2020. However, there were still some problems in the content and procedure of scheme preparation, promotion, evaluation, and so on. Corresponding policy suggestions are proposed from the aspects of refining objectives and tasks, and adding supervision and inspection contents, which can provide support and reference for the revision of the“one river(lake) one policy”scheme and the construction of happy rivers and lakes.
