辽宁河湖长制实践探索与展望

Practical exploitation and prospect of river chief system and lake chief system in Liaoning

辽宁省结合实际开展河湖长制体制机制创新,颁布实施《辽宁省河长湖长制条例》,规范河长履职尽责,省总河长连年签发总河长令、签订年度工作任务书,建立河长、河湖警长、检察长“三长联动”机制,建立“四位一体”考核奖励机制,以辽河为突破推进流域生态保护和高质量发展,多措并举推动河湖长制落地见效。提出了当前仍存在的主要问题和今后工作的建议。

Based on the actual situation of applying the innovative approach of river chief system and lake chief system, the Regulations of Liaoning Province on the River Chief System and the Lake Chief System are promulgated and implemented, in order to improve the performance of river chiefs and lake chiefs to fulfill responsibilities. Multiple measures are taken for its full implementation, for example, the General River Chief has issued the order in consecutive years and signed the annual working assignment. Mechanisms are built for “integrated actions of river chief, police officer and procurator general”, performance evaluation and rewards. Ecological restoration and high-quality development are highlighted with the Liaohe River as a breakthrough. Suggestions are made regarding the issues at present.
