对标北京“两区”建设要求,文章研究国际孵化平台集聚创新资源要素的实践路径,为进一步促进“两区”建设中的科技创新全链条开放提供参考借鉴。通过实地调研和专家座谈获取丰富材料,按照资金、人才、技术、空间、信息等资源要素维度,对国际孵化平台集聚创新资源要素的实践路径进行深入研究分析。国际孵化平台是吸引集聚国际创新资源要素的重要载体,需要进一步引导支持国际孵化平台做大做强,完善创业投资引导政策,营造适宜于国际人才集聚发展的政策环境,增强知识产权领域国际化服务能力,搭建国内外信息沟通交流的创新服务平台。

According to the construction requirements of“national service industry expanded and open comprehensive demonstration zone and China(Beijing)pilot free trade zone”in Beijing,this paper studies the practical ways for the international incubation platform to gather innovation elements,so as to provide reference for further promoting the opening of scientific and technological innovation in the construction of the“national service industry expanded and open comprehensive demonstration zone and China(Beijing)pilot free trade zone”.Rich materials were obtained through field research and expert discussion,according to the dimensions of capital,talent,technology,space,and information required for scientific and technological innovation,the practical ways for international incubation platforms to gather innovation elements were deeply studied.International incubation platform is an important carrier to gather international scientific and technological innovation elements,it is necessary to further guide and support the international incubation platform to become bigger and stronger,improve the guidance policy of venture capital market,create a policy environment suitable for international talents,enhance the international service capability in the field of intellectual property,and build an innovation service platform for information communication at home and abroad.
