京沪深国际科技合作政策比较研究 被引量:3

A Comparative Research of International Science and Technology Cooperation Policies of Beijing,Shanghai and Shenzhen

摘要 科技创新是国家竞争力的核心,北京、上海和深圳作为我国国际科技合作的中坚力量,在我国国际科技合作中发挥着重要作用。文章通过政策梳理和文本分析,运用比较分析法深刻剖析了北京、上海和深圳三地在国际科技合作政策方面的趋同性和差异性,结果表明,京沪深国际科技合作政策体系具有高度趋同性和显著差异性,北京、上海的完备性和系统性更好,深圳的政策视野更加聚焦聚力粤港澳合作,更倾向于引进集聚国际化高端人才和优质要素。基于新时代新需求,文章提出京沪深三地进一步深化国际科技合作的对策建议:更加注重国际科技合作的战略设计、以我为主深化国际科技合作、进行制度型开放创新及构建国际科技合作新格局等,以持续深化开放创新。 Scientific and technological innovation is the core of national competitiveness,as the backbone of China’s international scientific and technological cooperation,Beijing,Shanghai and Shenzhen are playing an important role in this process.Through policy sorting and text analysis,this paper uses comparative analysis to deeply analyze the convergence and difference of international scientific and technological cooperation policies among Beijing,Shanghai and Shenzhen.The results show that the policy systems of international science and technology cooperation between Beijing,Shanghai and Shenzhen have high convergence and significant differences,the policies of Beijing and Shanghai are more complete and systematic,Shenzhen’s policy vision is more focused on the cooperation between Guangdong,Hong Kong and Macao,and is more inclined to introduce and gather international high-end talents and quality factors.Based on new era demand,the article puts forward countermeasures and suggestions for further deepening international scientific and technological cooperation in Beijing,Shanghai and Shenzhen:More attention should be paid to the strategic design of international scientific and technological cooperation,to deepening international scientific and technological cooperation with China as the main source,to institution-oriented open innovation and to building a new pattern of international scientific and technological cooperation,so as to continuously deepen the open innovation.
