高等教育高质量一体化是服务经济社会发展的必然要求,高等教育一体化与区域一体化互相促进。新发展阶段对高等教育高质量一体化发展提出了新要求,要有共同利益和互促反哺思维,要推动质量提升,要有科学的理论做指导、消除政策壁垒、促进区域教育资源均衡布局,要以区域教育现代化为抓手,通过机制改革、资源配置、平台建设和人才引育,促进政产学研一体化的协同体系建设。构建区域高等教育高质量一体化发展评价体系,要强化高等教育服务经济社会高质量发展的目标导向和成效要求,注重区域高等教育一体化的协同要素和共荣效益,同时实现技术手段、资源统筹、人本核心与发展目标的评价统一。

The new stage puts forward new requirements for the high-quality integrated development of higher education.
