承前启后:黔东南州脱贫成果巩固与乡村振兴实现路径思考

Connecting the Past and Opening the Future:On the Consolidation of Poverty Alleviation Achievements and the Realization Path of Rural Revitalization in Qiandongnan Prefecture

2020年黔东南州全面脱贫后,实施乡村振兴战略已成为当前黔东南州农村的主要工作。脱贫成果是乡村振兴的基础,乡村振兴是脱贫成果的巩固与发展,两者间既是承前启后关系,也是逻辑递进关系。由于黔东南州少数民族人口比例大,山地多,平地少,经济欠发达,产业发展滞后,脱贫成果巩固难度较大,脱贫返贫存在较大风险,巩固脱贫成果和实现乡村振兴面临重大挑战,如何巩固脱贫成果和实现乡村振兴已成为黔东南州当前研究的主要课题之一。基于黔东南州的客观实际,黔东南州巩固脱贫成果和实现乡村振兴,其路径是加强党对农村工作的领导,做好脱贫返贫预警监测与防控,铸牢乡村振兴发展根基,充分利用黔东南州资源优势,坚守发展和生态两条底线,用好“文化”和“生态”两个宝贝,按照乡村振兴战略总要求,加快产业发展,巩固脱贫成果,为乡村振兴提供坚强的政治保证和物质条件,促进乡村振兴又好又快发展。

After Qiandongnan Prefecture is lifted out of poverty in 2020,Rural Revitalization has become the main work of Qiandongnan Prefecture.The achievement of poverty alleviation is the basis of rural revitalization,which is the consolidation and development of the achievement of poverty alleviation.The relationship between the two is not only a link between the past and the future,but also a logical progressive relationship.Due to the large proportion of ethnic minorities in Qiandongnan Prefecture,there are many mountains,few flat lands,poor natural environment,underdeveloped economy and lagging industrial development,it is difficult to consolidate the achievements in poverty alleviation,and there are great risks in poverty alleviation and return.Consolidating the achievements in poverty alleviation and Realizing Rural Revitalization are facing major challenges,how to consolidate the achievements of poverty alleviation and realize rural revitalization has become the main research topic in Qiandongnan Prefecture.Based on the objective reality of Qiandongnan Prefecture,Qiandongnan Prefecture consolidates the achievements of poverty alleviation and Rural Revitalization by strengthening the party’s leadership over rural work,doing a good job in early warning,monitoring and prevention and control of poverty alleviation and return to poverty,casting a solid foundation for Rural Revitalization and development,making full use of the resource advantages of Qiandongnan Prefecture,adhering to the two bottom lines of development and ecology,and making good use of the two treasures of“culture”and“ecology”.In accordance with the general requirements of the Rural Revitalization Strategy,industrial development is accelerated in order to consolidate the achievements of poverty alleviation,provide strong political guarantee and material conditions for rural revitalization,and promote the sound and rapid development of Rural Revitalization.
