Concept Discrimination of “Leading Cadres of the Party and Government” and Its Significance

“党政领导干部”是我们党治国理政的中枢与骨干。目前,党政领导干部研究的深度和准确性有所欠缺。因此,辨析与比较党政领导干部概念有助于了解干部人事分类的格局,把握党政领导干部制度与公务员制度的异同,加深对国家治理现代化的理解。从党政领导干部的概念形成过程看,主要经历了干部、党的干部、国家干部、党政干部等不同阶段。立体全面地揭示党政领导干部概念的内涵、外延以及这一群体的特征,需要从政治概念的维度、法律法规概念的维度和与公务员概念比较的维度等,对党政领导干部及其相关概念进行辨析与比较。干部一词由建党初期的职务,变为新中国成立后的身份,再变为职业;从党的干部到国家干部;从大一统式的干部群体管理到横向、纵向同时开展的分类管理格局的形成,显示出中国干部人事制度改革科学化、民主化、制度化的趋势。

“Leading cadres of the Party and Government”are the backbone of the Chinese Communist Party(CCP)and are central to the Party’s governance of the country and management of the administration.However,there is some deficiency in depth and accuracy of research on leading cadres of the Party and Government.Therefore,discriminating and comparing the concept of leading cadres of the Party and Government is helpful to understand the cadre personnel classification patterns,grasp the similarities and differences between the system of leading cadres of the Party and Government and the system of civil servants,and deepen our understanding of modernization of national governance.From the perspective of concept formation of leading cadres of the Party and Government,it passes through different stages such as cadres,party cadres,state cadres,and party and government cadres.To reveal the connotation and extension of the concept of leading cadres of the Party and Government as well as the characteristics of this group in a three-dimensional and comprehensive way,it is necessary to discriminate and compare the concept of leading cadres of the Party and Government and its related concepts across three dimensions:political concept,legal concept,and comparison with civil servant concept.The term“cadre”changes from a position at the beginning of the founding of the Party to an identity after the founding of the People’s Republic of China,and then to a profession,e.g.from party cadres to state cadres.The formation of the pattern from“Great Unity”cadre group management to horizontal and vertical classified management shows China’s cadre personnel system reform trend toward scientization,democratization and institutionalization.
