摘要
近年来,随着基础设施建设的快速发展,河道管理范围内新建管线(输油、输气、输水、缆线)项目越来越多。管线可采用从河底穿越与从河面跨越两种方式通过河流,但无论采用哪种方式均可能对河道现有及规划水利工程、河道行洪、河势稳定、防洪抢险、第三者合法水事权益等方面存在潜在影响。因此,为了保证项目运行安全,必须要对管线涉河工程进行防洪影响评价,这也是相关法律法规的要求。着重研究某供水工程采用大开挖方式埋设穿河管道的防洪影响评价工作内容、评价指标及计算方法等,以期为同类项目防洪影响评价提供参考。
In recent years,with the rapid development of infrastructure construction,there are more and more the newly built pipeline(oil,gas,water and cable)projects in the range of river management.The pipelines can pass the rivers through two methods of passing at the river bottom and spanning at the river surface.Either way may have potential impacts on the existing and planned water conservancy projects,the river flood discharge,the river stability,the flood control and rescue,and the legal rights and interests of third parties in water affairs.Therefore,in order to guarantee the operation safety of the project,it is necessary to evaluate the flood control influence on the pipeline projects involving river,which is also required by the relevant laws and regulations.The evaluation contents,evaluation indexes and calculation methods of the influence of embedding the cross-river pipeline by the excavation method on the flood control used in a water supply project are specially studied in order to provide the reference for the evaluation of the flood control influence of the similar projects.
