我国“向北开放”对接“冰上丝绸之路”路径初探

Study on the Path of China’s "Opening up to the North" Connecting to the "Polar Silk Road"

我国现阶段对外开放布局中赋予了东北地区“向北开放”、参与并引领东北亚区域合作的战略目标。“向北开放”的关键节点和重要方向是开展环日本海区域合作,重点是我国图们江区域合作开发和珲春向海发展,难点是如何实现对朝合作取得突破。本文系统化思考了我国“向北开放”连接“冰上丝绸之路”的方法和策略,提出如下实施路径:国内通过聚合优势,以近北极区域合力参与北极合作连接“冰上丝绸之路”;在海域上通过中俄陆海联运合作实现跨国陆海统筹新发展;在区域上围绕环日本海合作共建“冰上丝绸之路”,夯实当前现实合作基础,谋划务实性合作项目,为宏观远景蓝图设置可操作性任务;机制上积极参与大图们倡议并推动转型升级建立东北亚地方经济合作组织,为共建“冰上丝绸之路”提供机制支撑;在平台和通道建设上以鸭绿江、图们江流域的全面开放推动对朝合作。

In China’s current opening-up layout,the Northeast region has been given the strategic goal of "Opening up to the North" and participating in and leading the regional cooperation in Northeast Asia.The key point and important direction of "Opening up to the North" is to carry out regional cooperation around the Sea of Japan,with the focus on Tumen River’s regional cooperative development and Hunchun’s seaward development.The difficulty is how to achieve a breakthrough in cooperation with the DPRK.This paper systematically analyzes the methods and strategies of China’s "Opening up to the North" and connecting to the "Polar Silk Road",and puts forward the following implementation paths:Jointly participating in Arctic cooperation with near-Arctic region and connecting to the "Polar Silk Road" by pooling its advantages domestically;In the sea area,China and Russia will realize new development of transnational land and sea coordination through land-sea combined transportation cooperation;At the regional level,jointly building the "Polar Silk Road" around the Sea of Japan,consolidating the foundation for current cooperation,planing practical cooperation projects,and setting operational tasks for the macro-vision blueprint;In terms of mechanism,actively participating in "Greater Tumen Initiative" and promoting the transformation and upgrading of the establishment of Northeast Asia Regional Economic Cooperation Organization,providing institutional support for the joint construction of the "Polar Silk Road";In terms of platform and passage construction,promoting cooperation with the DPRK by fully opening up Yalu River and Tumen River Basin.
