践行绿色低碳理念 高标准推进新型城镇化实践路径研究--以仙居县第三批国家新型城镇化标准化试点为例

Research on the Practical Path of Promoting New Urbanization with the Concept of Green,Low-carbon and High Standards--Taking the Third Batch of National New Urbanization Standardization Pilot Projects in Xianju County as an Example

绿色低碳理念在新型城镇化建设中具有基础性、系统性和引领性作用。本文以仙居县第三批国家新型城镇化标准化试点为例,对其标准实践路径进行研究总结,以绿色低碳实践破解“城镇化建设与生态治理‘两张皮’困境”,打造具有山区县域特色的绿色生产生活方式和城市建设运营模式,为全国类似地区系统性规划城镇建设、缩小城乡发展差距、实现共同富裕提供经验和借鉴。

The concept of green and low carbon plays a fundamental,systematic and leading role in the process of new urbanization.Taking the third batch of national new urbanization standardization pilot proj ects in Xianju county,Zhejiang province as an example,this paper researches and summarizes their practice path of standards,which solves the dilemma of urbanization and ecological governance with green and low-carbon practices.As a mountainous county,Xianju creates the mode of green production and living and urban operation,which provides experience and reference for similar regions across the country to systematically plan urban construction,narrow the gap between urban and rural development,and achieve common prosperity.
