Research on Quality Management Principles in the Charter of Ansteel

本文通过对鞍钢宪法的介绍,分析了其核心思想“两参一改三结合”(干部参加劳动、工人参加管理,改革不合理的规章制度,干部、技术人员和工人结合),其是新中国探索社会主义工业企业管理思想的伟大创举,也是对现代企业管理的科学理论的重大贡献。并结合其在国内外的传播和影响,探究其与ISO 9000质量管理原则之间的关系,以期对认证审核和标准化工作人员在理论研究和实践方面做参考。

This paper introduces the Charter of Anshan Iron and Steel Group Corporation(Ansteel)and analyzes the core idea of the Charter-,"participation,reform and combination",which means cadres participate in labor,workers participate in management,reform of unreasonable rules,as well as the combination of cadres,technician and workers.It is a great pioneering work of exploring the management thought of socialist industrial enterprise in New China,which is also a great contribution to the scientific theory of modern enterprise management.Combined with its influence at home and abroad,the paper explores the relationship between the Charter and ISO 9000 quality management standards,with a view to providing reference for the certification audit and standardization staff in theoretical re search and practice.
