智慧新警务视域下新冠疫情防控常态化的理念与机制

The Concept and Mechanism of Normalization of Epidemic Prevention and Control in COVID-19 from the Perspective of New Smart Policing

智慧新警务是在科技兴警的长期发展中公安机关根据“向科技要警力、向数据要战斗力”的实战导向对智慧警务模式所做的优化和完善,本质上是一种高新信息系统、现代警务模式、公共服务模式。公安机关在智慧新警务的运作过程中必须坚持以人民为中心的理念和坚持实时精准高效的理念。在疫情防控常态化的条件下,为了更好地助力公安机关的参与式执法,应进一步从警务领导工作机制、警务技术创新机制、警务执法处置机制、警务协同治理机制、警务人才培养机制层面上推进智慧新警务的建设和应用。

The new smart policing is the optimization and improvement of the smart policing mode made by the public security organs according to the actual combat orientation of"requiring police force from science and technology and fighting force from data"in the long-term development of policing with science and technology.In essence,it is a high-tech information system,modern policing mode and public service mode.Public security organs must adhere to the people-centered concept and the concept of real-time,accurate and efficient operation of smart new policing.Under the condition of normalization of epidemic prevention and control,in order to better help public security organs to participate in law enforcement,we should further promote the construction and application of new smart policing from the aspects of policing leadership mechanism,policing technology innovation mechanism,policing law enforcement disposal mechanism,policing collaborative governance mechanism and policing talent training mechanism.
