我国高校图书馆治理法制化:现状、问题与方向

Studies on the Legalization of Academic Library Governance in China:Its Current Situation,Problems and Direction

高校图书馆治理法制化是永葆高校图书馆生命力的必然要求。国内外学界已积累不少与高校图书馆治理法制化相关的研究成果,但罕见专门针对高校图书馆治理法制化的实证研究成果。通过对馆员和用户分别实施问卷调查,可以了解高校图书馆治理法制化现状。我国高校图书馆治理法制化存在下列问题:高校图书馆立法缺位;高校图书馆内部制度不健全;高校图书馆制度践行不力;高校图书馆治理法制化关注度不高。我国高校图书馆治理法制化的发展方向是:紧跟高等教育法制化步伐;完善高校图书馆法制体系;健全高校图书馆制度监督机制;加大高校图书馆法制宣传教育力度;推进高校图书馆治理法制化理论研究。

The legalization of academic library governance is an inevitable requirement to keep the vitality of academic library forever.Scholars at home and abroad have accumulated many research results related to the legalization of academic library governance, but few empirical research results are specifically for the legalization of academic library governance.Through the questionnaire survey of librarians and users, we can understand the current situation of the legalization of academic library governance.Many problems exist in the legalization of academic library governance in China, for example, the academic library legislation is absent, the internal system of university library is not perfect, the system of university library is not implemented effectively, and the legalization of university library governance is not highly concerned.The legalization of academic library governance in China should keep up with the pace of legalization of higher education, perfect the legal system of academic library, improve the supervision mechanism of academic library system, strengthen the publicity and education of academic library legal institution and promote the theoretical research on the legalization of academic library governance.
